Maryland is like that, very Liberal around Baltimore/DC, the eastern shore and western maryland are very rural and very conservative.

The liberals win in State Wide and national elections because of the population concentration of the Urban areas.

President Carter won Maryland in the landslide loss to Reagan.

I worked as a College student coordinator for Carter in 76. Getting students registered to vote and applying for absentee ballots.
